Pipeline transportation of oil, gas and petrochemical products is an integral component of fuel and energy complex of Russia, the territory of which is covered by a unique branchy network of trunk and field pipelines carrying oil, gas and petrochemical products. The development of the industry allocates more and more complex tasks for management and specialists of oil enterprises. It’s obligatory today that every specialist in addition to fundamental volume of knowledge must have ability for further learning to search and find necessary information, to use various searching techniques for tackling any particular problem, and to keep on obtaining new knowledge on a regular basis.

Chemical Technology of Hydrocarbon Raw Materials Processing

At present Russian oil processing industry is going through the period of rapid development. Oil refineries and petrochemical enterprises are constantly modernizing refining capacities, immediately responding to major tendencies of the market, implementing state-of-the-art technologies for improvement of the product quality and reduction of environmental footprint.

Oil refineries and petrochemical enterprises nowadays are aimed at production of output using technologies of deep oil processing, trying to reach maximum added value and comply with contemporary standards of quality and environmental protection.

Professional training and retraining programs in the sphere of oil processing and petrochemistry are focused on study of up-to-date processes of oil and gas refining, efficient technologies, basic trends in improvement of technological processes at an oil refinery. Corrosion Protection for Equipment and Structures of Oil and Gas Complex, Technology of Oil, Gas and Chemical Apparatuses Construction

Extensive implementation of modern technologies in production, transportation, storage and processing of oil and gas under conditions of regular exposure of oil and gas equipment to aggressive corrosion environment leads to early breakdown of equipment.

The problem of corrosion protection of equipment is frequently associated with operation of equipment and pipelines which have already exceeded service life.

Application of contemporary methods of corrosion protection allows extending service life of the equipment and facilitates to increase the operational life of new equipment.

For those specialists, who have no particular training in the sphere of corrosion protection, ICPE has worked out and runs programs for continuing professional development.

Programs of professional training and retraining open possibilities to get the personnel ready for carrying out timely corrosion protection treatment under conditions of rapid development of new technologies in oil and gas industry. The programs encompass all stages of hydrocarbon materials treatment: corrosion protection for downhole equipment, oil and gas field equipment, primary crude oil processing equipment, pipeline transportation of oil and gas, corrosion protection for tank farms and auxiliary equipment, as well as equipment of oil refineries and petrochemical enterprises.

Main distinguishing feature of training, available for the specialists in the sphere of corrosion protection, is explanation of mechanisms of corrosion processes which take place under the aggressive conditions that every specialist comes across with at his or her working place, we also carry out training for making a relevant choice of the methods of corrosion protection and their engineering design. For the training of specialists we use up-to-date equipment and test benches which allow evaluating efficiency of methods for corrosion protection under conditions close to reality. Operating and control of complex equipment is one of the major indicators of proficiency of an employee at the moment. Enterprises of oil and gas complex and their authorities are fully aware of the potential hazards and possible negative effect that such large-scale and extremely complex operational activities may put on the lives and health of employees and therefore take regular measures to minimise risks and prevent hazards of possible accidents, dangerous occurrences, occupational traumatism and occupational diseases of the employees. Steady development of oil and gas industry enterprises is based upon arrangement of safe working conditions, maintenance of high level of performance reliability, industrial and ecological safety.

ICPE offers for administrative personnel and specialists of oil and gas complex enterprises programs of professional training and retraining in the following spheres: industrial safety, occupational safety and environmental protection.

Automation and Power Engineering for Oil and Gas Production

Most of technological facilities of oil and gas industry are classified as complex, potentially hazardous production facilities, safe and efficient operation of which is impossible to imagine without up-to-date system of automation and remote control engineering. Bearing in mind that most production facilities are large and extended in area geographically it’s essential to maintain well-coordinated management control through the use of automation and remote control systems which perform collection, transmission and processing of the necessary volume of information sufficient for evaluation of technical condition of the equipment; it minimises the time for making management decisions or, when needed, enables to prevent or minimise the consequences of emergency situations.

The programs of continuing professional development represent contemporary CAM products (intellectual sensors, programmed logic controllers, SCADA-packages, industrial networks, telecommunication technologies, etc) and cover issues of design and operation of electric grids, electric equipment, electric drives in application to the system of automation and control of technological processes of production, transportation and refining of oil and gas. The program covers issues of automation for all facilities of oil and gas “life circle”, beginning from oil and gas wells and finalizing with distribution network. A specialist in automation must be competent not only in modern systems and products but in peculiarities of automated technological facilities and processes. Training of specialists for the sphere of economics and management today distinguishes itself by combination of intensive study of economic subjects with practical adaptation of economic principles and methods to the peculiarities of the Russian market.

Modern manager of an enterprise, with no respect to the size of the company or the business structure of it, can not fulfill his or her duties without obtaining some economic educational background. Construction and Architecture

New construction materials and structures, new solutions for design and technology applied in the process of production facilities and buildings erection, application of modern information technologies and development of the level of computerization in construction industry together with requirements for the entry into self-regulated organizations draw steady attention to regular professional training for specialists of construction industry.

Professional training of specialists working in the system of self-regulated organizations is focused on the issues connected with responsibility for the quality of civil engineering works, these issues are closely related to safety of construction for the permanent buildings and facilities.

ICPE carries out training of administrative personnel and specialists in construction industry under programs of professional training in compliance with Order No. 624 issued by Minregion of Russia, dated December 30, 2009 “On Approval of List of Works Related to Civil-Engineering Survey on Front-End Engineering Design for Construction, Reconstruction and, Total Renovation of Permanent Buildings, which Make Impact on Safety of Permanent Facilities”.

Programs of professional training and retraining delivered in ICPE reflect major concepts of State Program of the Russian Federation “Energy Saving and Improvement of Energy Efficiency for the Period until 2020”. Thus, the main objective of the programs referred to energy audit is analysis of fuel and energy recourses consumption, planning of energy saving activities, issuing of energy passports, training of specialists and professional training of energy auditors so that they could enter a self-regulated organisation for performing energy audits.

The process of training is delivered by highly qualified academicians from USPTU Industrial Power Engineering Department, which is the place where Centre of Energy Saving of the Republic of Bashkortostan was created and keeps on working in full function now. The department possesses laboratory of instrumental energy audit, which can pride on the fact that it’s one of the best-equipped laboratories in Russia. The department is ranked within the first ten top organisations in the Russian Federation providing services of energy auditors. The programs are carried out in the class rooms which are equipped with heat and power engineering facilities and devices, there is also a specialised show ground demonstrating achievements made by the industry of energy saving systems design and manufacturing, computer classes with specialised software installed for calculations and internet access available.

USPTU in the person of ICPE is registered in Unified Geoinformation Database of Educational Establishments specialising in the sphere of energy saving and energy efficiency.

Training of executive management personnel which is able to cope with all kinds of problems in economic, political, social and moral aspects of modern society life involves obtaining of knowledge related to the sphere of social and business communications.

High proficiency and effectiveness of team work is impossible without development and constant improvement of the system of internal (intercompany) and external (micro and macro level) communications.

Today the process of internalisation in business and management is rapidly growing; the competition among manufacturers, traders, human resources in the framework of global community and in local markets is becoming more and more fierce. In this connection there is an actual demand in systematic knowledge, skills and abilities to interact in social and business environment which stand out as attributes of efficient professional behaviour.

In the process of study the trainee will attain theoretic knowledge about functioning of the system “man- business environment-society” and find out basic rules of business etiquette in Russia and abroad. The specialist will also be trained to carry out independent analysis of the current situation, identify the pattern of business communication at an intercompany, micro and macro level, conduct business dialogue and deal with correspondence, hold meetings and negotiations, give public speeches and make presentations, apply manipulation techniques, manage conflicts and apply emotional self-regulation techniques in situations of strain, techniques of maintaining necessary emotional mindset, create a business image, and obtain skills of cross-cultural communication, etc.

The training is performed in various formats: lectures-presentations, skill workshops, master classes, business role-playing games, case-studies, group work with algorithms, role playing of situations with video recording and detailed discussion.

HR Development in Educational Institutions

The Law of the Russian Federation on Education, №273-FL, dated December 29, 2012, the Labor Code of the Russian Federation and other regulatory legal acts, national system of qualification, professional standards and independent qualification assessment specify high requirements on research – pedagogical and other staff working in educational institutions.

The training and retraining courses within this field of study can be attended by managers, specialists and teaching staff of any secondary, continuing or high educational institutions.

From July 1, 2016, the educational institutions should apply professional standards in their professional activity. The professional standard «The teacher of professional training, professional education and continuing education» constitutes advanced high requirements to teacher’s training. The scope of teacher’s education should correspond to the course of study, discipline (or module). The professional standard recommends teaching staff retraining not less than once in three years. Program themes can be determined based on labor functions and activities, necessary knowledge and skills.

Together with research – pedagogical staff the educational institutions give work to engineers, business and administrative personnel, educational support and medical staff and other workers with back-office functions. Shown in Part 1, Article 52 of the Law of the Russian Federation on Education, the right to hold the post is given to persons conformed to the qualification demands named in job evaluation catalog and/or in professional standards. At present the employees working in educational institution should conform to the named professional standards according to the type of works: work safety specialist, specialist on organization and document support of management, HR specialist, accountant, income auditor, and specialist in the sphere of procurement, patenting specialist, specialist on educational establishments’ security, photographer, programmer and many others. Each professional standard shows the demands for basic and continuing professional education.
